Arcana Force EX - The Dark Ruler is a character version of the card, "Arcana Force EX - The Dark Ruler". He appears in the video game Yu-Gi-Oh! 5D's World Championship 2009: Stardust Accelerator. In order to unlock him, you must unlock the "Arcana Force EX - The Dark Ruler" Achievement. To do that, you must successfully summon him in a duel.
