A: The effect gained from "The Weather Sunny Canvas" is one that Tributes the targeted monster and Special Summons a "The Weather" monster with a different name, and can also target a non-"The Weather" monster on your field.[1]
A: When activating the effect gained from "The Weather Sunny Canvas", a face-down Defense Position monster can be targeted. In this scenario, since the targeted monster that is Tributed is "The Weather Painter Thunder", the monster you Special Summon from your hand or Graveyard must be a "The Weather" monster other than "The Weather Painter Thunder".[2]
