"Droll & Lock Bird":

OCG Rulings

  • This effect is a Quick effect that activates in the hand.[1]
  • This effect does not target.[1]
  • Sending this card to the Graveyard is a cost to acitvate its effect.[1]
  • You do not activate this effect in Chain to an effect wherein your opponent adds to his hand; you activate this effect after you finish resolving an effect wherein your opponent added to his hand.[1]
  • You cannot activate this effect during the damage step.[1]

However, since you cannot add any cards from your Deck to your hand, even if any of the cards sent to the Graveyard by its effect are "Lightsworn" monsters, you cannot draw any cards.[2]
