During the Draw Phase, you draw 1 card from your Deck, unless a card effect prohibits you from doing so, such as the effect of Reckless Greed. Cards like Time Seal can activate during the Draw Phase.
If your Deck has no cards when you enter your Draw Phase, and you are required to draw a card, you lose the Duel.
