OCG Rulings
- Returning 1 monster to your Deck is a cost. (It cannot be activated by returned a banished Fish/Sea Serpent/Aqua-Type Fusion/Synchro/Xyz Monsters to the Extra Deck.)[1]
- It can be activated even during the Damage Step.[1]
- It is activated directly in Chain to an opponent's monster effect.[1]
