OCG Rulings

  • This card's effect that Special Summons a Dragon Normal Monster from your GY is an Ignition Effect that activates in the hand. (It targets 1 Dragon Normal Monster in your GY.)[1]
  • Discarding "Neo Kaiser Glider" itself and 1 other monster from your hand is the cost to activate this effect.[1]
  • If there are no Dragon Normal Monsters in your GY that you can target, you cannot activate this effect.[1]
  • This card's effect that decreases the ATK of your opponent's monsters is a Trigger Effect that activates in the GY. (It does not target, and can be activated during the Damage Step.)[1]
