OCG Rulings
- "When this card is Normal or Special Summoned" effect is a Trigger Effect. (This effect targets 1 WIND Tuner monster in your Graveyard.)[1]
- This effect can be activated during the Damage Step.[1]
- The effects of a monster Special Summoned by this effect that activate in the Graveyard are applied normally.[1]
- Not being able to Special Summon non-WIND monsters is applied after the effect of "Pilica, Descendant of Gusto" is activated. Therefore, even if you have already Special Summoned non-WIND monsters, you can still activate the effect of "Pilica, Descendant of Gusto".[2]
