"Ghost Fairy Elfobia":

Using this card in combination with "Terminal World" will prevent your opponent from using effects of monsters with levels, except during the Battle Phase or End Phase.

Using a level 1 wind monster with this card will mostly shut down monster effects until the end of your opponent's next Main Phase 1, as only level 1 monsters will be able to use their effect at in that time.

Using this card with monsters with limiting effects like "Tardy Orc", "Fusilier Dragon, the Dual-Mode Beast", and "Beast King Barbaros" can prove a advantage.

This card is useful against Dragon Ruler decks to prevent the Dragon Ruler monsters from using their effects.
