Neither player can Link Summon a monster that has less number of Link Arrows than the monster on the field that has the highest number of Link Arrows. Monsters cannot declare an attack, except Link Monsters. If 2 or more Cyberse Link Monsters are on the field: You can activate this effect; while this card is face-up on the field, Cyberse monsters in each player's hand, field, and GY have their effects negated, cannot attack, nor be targeted for attacks or card effects, also any attack to a player that only controls Cyberse monsters become direct attacks. If all the Cyberse monsters that were on the field when this effect was activated leave the field: Destroy this card.
