As most know. The Spellcaster Archetype is one of the oldest archetypes in the game. They have had some time in the sun with some cards that were in the meta decks of the time. Some examples are Dark Magician of Chaos, Magical Scientist ,Thousand-Eyes Restrict ,Magician of Faith ,Tsukuyomi and let's not forget the best searcher the game has ever seen Witch of the Black Forest. All of which have been bouncing around on the Ban list over the years. But have long since been banned due to the fact that they all had affects that were too abused making them overpowered.
Deck Themes
Counter Caster Decks Focuses on abusing Magic Citadel and Spell counter Effects. Divides into:
Counter stall/burndown Counter Burn (stall/burn) Counter Caster (beatdown)
Village Beatdown Decks Focuses on locking the opp with Secret Village of the Spellcasters, plus other lock combos. Honest Vailo Village Vailo Village Honest Magicians Standard Beatdown
Spellcaster Assault Dark Magician
Counter Caster Decks
Counter Stall/Burndown Counter (s/b/d) Focuses on both an offensive and defensive stall/burndown (stall and burn mixed with beatdown) by using stall spells, then use Disenchanter to unlock yourself during your turn allowing you to attack, then re locking your opponent, and gaining spell counters on citadel etc in the process. This strategy typically finishes off with Tempest Magician, but also puts pressure on the opp throughout the duel, so the opp cannot atk, and only defend, while you set up for a massive burn at the end. Subdivided into
Counter Stall/Burn Counter (s/b) Stall's with continuous/face up spell cards, backed up by disenchanter for recycling, finishing with tempest and citadel. Focuses more on defense than its balanced offense and defense "counter"part above. Counter Beat Down Without stall power and much more offensive, May finish with tempest, but is flexibly situational with either a tempest finisher or Arcanite pummeling. No burn support other than tempest.
Village beatdown decks Divides into Honest Vailo Village Has a Focus on Maha Vailo effect and Mage Power plus other equip cards. Also fixed with Light support and Spellcasters like Copycat and Honest. May be divided into
Vailo Village (without Honest) Honest Spellcasters/Magicians/Whatever (Without Vailo) These deck's may be run without village, but village is more powerful in these builds and is effective more so than citadel here. They both have the ability to lock combo as well. Standard Village Beatdown No direction other than beatdown. counter Caster's are not as effective, but monsters Like Kycoo and summoner monk thrive here much more so that their "counter" parts for example. The deck still needs support from the Ocg, but once the US and Euro get Ice Queen and Geomancer of the Ice boundary, the deck will be considerably more powerful. Also lock's to support the beatdown.
Spellcaster/Assault Mode Focuses on getting out Arcanite Assault and other AM's (Stardust Assault) with Buster Support (arcane Apprentice etc). Utilizes counter support as well as other meta cards.
Dark Magician A beatdown which largely focuses on abusing the Dark Magician for it's name and its being a normal monster. Combos of cards used includes birthright, Ancient Rules, E hero Prisma especially, and other DM specific Support. Dark Palidin is finally playable somewhat in this deck, as well as Dark Eradicator Warlock, and Knight's Title etc. Some potential, but not the strongest of spellcaster Builds, and may use secret village.

Spellcaster deck staples
As far as staples for the deck goes all I can say is that I'd have to recommend getting the Structure Deck: Spellcaster's Command for all of the new support cards that it comes with. As well as getting some of the cards from Crossroads of Chaos and Light of Destruction
Such cards like the following:
Deck Example
As far as a decent Spellcaster Deck goes. What works is all up to the player themselves as well as their ability to read the current meta of their area. The following is actually a version that I came up with. It play tests well but how about you all be the judge of that. Well without further waiting here it is:
Citadel Spellcasters
Monster: 22
Breaker the Magical Warrior x3
Defender, the Magical Knight x2
Spells: 17
Magical Citadel of Endymion x3
Book of Moon x3
Traps: 7
Extra Deck: 15
Gaia Knight, the Force of Earth
