Activate only while you control only 1 monster. Tribute that monster, and Special Summon 1 "Refraction Token" for each monster your opponent controls. Each Token has the same Level, Type, and Attribute of the Tributed monster. The ATK and DEF of each Token is equal to the respective ATK and DEF of the Tributed monster, divided by the number of Tokens Special Summoned by this effect.
