A: When "Cyberdark Impact!" resolves, "Cyberdark Horn", "Cyberdark Edge", and "Cyberdark Keel" are shuffled into the Deck from your hand, field, or GY as materials for the Fusion Summon. Therefore, in this scenario, if you do not have a "Cyberdark Horn" that was already on your field before the effect of "Prohibition" started applying, "Cyberdark Horn" cannot be used as Fusion Material, so you cannot activate "Cyberdark Impact!".[1]
