Card Rulings:Arcana Force EX - The Light Ruler
OCG Rulings
- "Cannot be Normal Summoned/Set. Must be Special Summoned (from your hand) by sending 3 monsters you control to the Graveyard" is not treated as an effect. It is a procedure to Special Summon a Special Summon Monster. (Send 3 monsters from your Monster Zone to the Graveyard as a Special Summoning procedure. Special Summoning this way does not start a Chain Link.)[1]
- "Arcana Force EX - The Light Ruler" can only be Special Summoned the way listed in its text. Even if it is sent to the Graveyard after being Special Summoned from the hand, it cannot be Special Summoned from the Graveyard by the effect of "Monster Reborn".[1]
- The effect that tosses a coin is a Trigger Effect that activates mandatorily when "Arcana Force EX - The Light Ruler" is Special Summoned. (It does not target.)[1]
- Toss a coin when resolving this effect and gain the appropriate "●" effect based on the result.[1]
- The effect that adds 1 card to your hand is a Trigger Effect. (It targets 1 card in your Graveyard. It can optionally be activated at the end of the Damage Step in which "Arcana Force EX - The Light Ruler" destroyed an opponent's monster by battle and sent it to the Graveyard.)[1]
- The effect that negates the activation of a Spell/Trap Card or monster effect is a Quick Effect. (It does not target. It is activated directly in Chain to the activation of a Spell/Trap Card, or Effect Monster's effect, that targets this card. It activates even during the Damage Step. - A: "Arcana Force EX - The Light Ruler" cannot be Special Summoned by sending "Exodius the Ultimate Forbidden Lord" or Monster Tokens to the Graveyard. "Exodius the Ultimate Forbidden Lord" is banished by its own effect when it leaves the field, and cannot be sent to the Graveyard. Monster Tokens disappear when they leave the field, and cannot be sent to the Graveyard.[2]
- Q: Can the effect of "Arcana Force EX - The Light Ruler" that negates the activation of a card that targets it be activated multiple times in the same Chain?
- A: The effect of "Arcana Force EX - The Light Ruler" that negates the activation of a card that targets it can be activated multiple times in the same Chain.[3]
- Q: Can "Arcana Force EX - The Light Ruler" negate the activation of a card that targets it if it has less than 1000 ATK?
- A: Even if "Arcana Force EX - The Light Ruler" is targeted by a Spell/Trap Card, or Effect Monster's effect, while it has less than 1000 ATK, its effect activates and starts a Chain Link. However, if "Arcana Force EX - The Light Ruler" has less than 1000 ATK when resolving its effect, since it cannot lose 1000 ATK, it cannot negate the activation.[4]

- While the tails effect of "Arcana Force EX - The Light Ruler" is being applied, it is mandatory. If you activate a Spell, Trap, or Effect Monster's effect that targets your "Arcana Force EX - The Light Ruler" while its tails effect is being applied, it will negate the effect of your Spell, Trap, or Effect Monster Card and destroy it.
- If the heads or tails effect of "Arcana Force EX - The Light Ruler" is activated and an effect is chained that removes it from the field, the effect of "Arcana Force EX - The Light Ruler" still resolves.
- The tails effect of "Arcana Force EX - The Light Ruler" can chain multiple times in the same Chain.
- Example: When "Arcana Force EX - The Light Ruler" is targeted by "Shrink", its effect activates. If "Ring of Destruction" is chained to its effect, its effect activates again.
- If an effect targets "Arcana Force EX - The Light Ruler" while its ATK is less than 1000 and its tails effect is being applied, "Arcana Force EX - The Light Ruler's" tails effect still activates. If "Arcana Force EX - The Light Ruler's" ATK is less than 1000 when its tails effect resolves, its effect disappears.
- If "Reverse Trap " [sic] is being applied while the tails effect of "Arcana Force EX - The Light Ruler" is being applied, "Arcana Force EX - The Light Ruler" will gain 1000 ATK instead of losing 1000 ATK when its effect resolves. After the turn ends, all gained ATK becomes an ATK loss.
- If "Skill Drain" is activated after "Arcana Force EX - The Light Ruler" is Special Summoned, the effect of "Arcana Force EX - The Light Ruler" is negated. If "Skill Drain" is later negated or removed from the field, the effect of "Arcana Force EX - The Light Ruler" is not reapplied.
- When "Arcana Force EX - The Light Ruler" is Special Summoned and its effect activates, if an effect is chained that flips it face-down or removes it from the field, the effect of "Arcana Force EX - The Light Ruler" disappears and you do not toss a coin.
