OCG Rulings
- The effect that negates the effects of face-up cards when this card is Xyz Summoned using "Galaxy-Eyes Photon Dragon" as an Xyz Material only affects the cards that are face-up when this effect resolves.[1]
- The effects of face-up cards that are activated on the field after the effect of "Neo Galaxy-Eyes Photon Dragon" resolves are not negated.[1]
- The Xyz Material detached as a cost to activate this effect is not included. Therefore, the ATK increase and amount of attacks depends only on the Xyz Materials detached from the opponent's side of the field.[2]
- The effects of face-up cards are negated as long as the cards remain face-up on the field. Also, the cards have their effects negated even if "Neo Galaxy-Eyes Photon Dragon" is no longer face-up.[3]
