OCG Rulings
- "When this card is Normal or Special Summoned: You can add 1 "Star Seraph" monster from your Deck to your hand, except "Star Seraph Scepter"." effect is an optional Trigger Effect. (This effect does not target. It can be activated during the Damage Step.)[1]
- "When this card is Xyz Summoned: Target 1 other card on the field; destroy that card, and if you do, draw 1 card." effect is gained by an Xyz Monster that was Xyz Summoned using 3 or more monsters you control as Xyz Materials, including this card on the field. (This effect targets 1 card on the field. "destroy that card" and "draw 1 card." are considered to happen simultaneously.)[1]
- If an Xyz Monster is Xyz Summoned using 3 copies of "Star Seraph Scepter", that Xyz Monster gains 3 "● When this card is Xyz Summoned: You can target 1 other card on the field; destroy that card, and if you do, you can draw 1 card." effects. Therefore, when that Xyz Monster is Xyz Summoned, the gained "●" effects start a Chain from Chain Link 1 to 3.[2]
