OCG Rulings
- The effect of "Toll" does not start a Chain Link.[1]
- The effect of "Toll" is not an effect that is applied to monsters. Each player must pay 500 Life Points to declare an attack with a monster.[1]
- If a player cannot pay Life Points because they have less than 500 Life Points, that player cannot declare an attack with a monster.[1]
- If 2 copies of "Toll" are face-up in the Spell & Trap Zones, since the effect of each "Toll" is applied, each player must pay 1000 Life Points to declare an attack with a monster.[1]
Previously Official Rulings
These TCG rulings were issued by Upper Deck Entertainment and have since been declared unofficial by Konami.[2] They were previously considered official and can still be correct, as long as they follow the official gameplay rules, or unless Konami has issued a ruling that says otherwise. - Paying Life Points for "Toll" is a cost, so if a player cannot pay the 500 Life Points, they cannot declare an attack. If there are two of this card on the field, a player must pay 1000 Life Points per monster to attack.
Mentions in Other Rulings
- Asura Priest: When..."Toll" [is] active on the field, you must pay each time "Asura Priest" attacks.
- Nitro Warrior: If "Toll" is active, "Nitro Warrior's" controller pays 500 Life Points when they declare the additional attack.
- Silent Swordsman LV5: Just like "The Legendary Fisherman" and other monsters that are unaffected by Spell Cards, "Silent Swordsman LV5" can attack normally if your opponent has "Swords of Revealing Light" on the field, and its controller is unaffected by effects like "Toll"...when "Silent Swordsman LV5" attacks.
