I'm thinking about why the Egyptian Gods without eff are Ilegal, Ra and Slifer have no eff, 0 ATK and 0 DEF, the only good thing is the 4000 ATK and DEF of Obelisk, who will want to use it in a Deck?. And the difference between Victory Dragon and the other Match Winners that made it be Forbidden instead of Ilegal. ThanksYusei254 (talk • contribs) 11:20, November 14, 2011 (UTC)
They have the card text "This card cannot be used in a duel".
Hence illegal.
Victory Dragon does not have that text, and as such, is Forbidden.

Every illegal card cannot be used in a duel. The Victory Dragons that come from an SJC has that text, but the Shonen Jump Promo does not. It is illegal because of the OCG rules - you can't give up before the 10th turn in the OCG so an early use of a match winner could win the whole match.
