I read somewhere that the dude who made the manga said that it was the Millennium Eye that told Pegasus to make Duel Monsters. And also the reason Pegasus survived the test was due to his painting skills, which the Eye wanted to use.--ようこそ地獄へ - "Yōkoso jigoku e."
