Fast effect timing is the process that dictates when players can activate fast effects, as well as proceed from one Phase or Step to another.

At the beginning of each Phase or Step, the turn player always has the priority to go first. The official term for a situation like this is called an "open gamestate." In an open game-state, the game does not proceed until the turn player chooses to do 1 of the following actions for that Phase or Step:

  • Start a Chain by activating a card or effect.
  • Take an appropriate action that does not start a Chain (including "passing").

Once the turn player has performed one of these actions, the gamestate is no longer "open."

Actions that don't start a Chain[edit]

The following is a list of applicable actions (that don't start a Chain) for each Phase and Step.

  • Draw Phase
    • Drawing a card for the normal draw, which is mandatory for the turn player unless a card effect interferes with it.
    • Passing.
  • Main Phase 2
    • Normal Summoning (including Tribute Summoning) or Normal Setting (including Tribute Setting).
    • Changing a monster's battle position "manually" (including Flip Summons).
    • Setting a Spell/Trap Card.
    • Special Summoning a monster by a procedure or effect that doesn't start a Chain.
    • Passing.
  • End Phase
    • Passing.
    • If applicable, discarding for the hand size limit, which is always performed when both players agree to not activate or resolve any more cards/effects before proceeding to the next turn.

Usually, the turn player has the opportunity to activate an optional fast effect first. However, during a Chain, the opponent of the player who activated the most recent Chain Link has this opportunity instead. Also, if the turn player chooses to progress to the next Step or Phase, the opponent has the opportunity to activate a fast effect before the turn progresses.

The opportunity to activate fast effects is determined as demonstrated in this chart.
