::To add to this a bit: creating blank category pages is unhelpful; at a minimum, a category page needs a brief description of the category's purpose, and at least one parent category for it. If you aren't able to fill in one or both of these, it's fine to leave the category page uncreated for now (in particular, there are a number of categories that were never created before the database loss, so there isn't actually anything to restore).
