OCG Rulings
- The "When this card is Synchro Summoned: You can target 1 Level 9 monster in your Graveyard; Special Summon that target." effect is a Trigger Effect. (This effect targets 1 Level 9 monster in your Graveyard.)[1]
- The "Level 8 or lower monsters cannot attack the turn they are Normal or Special Summoned." effect is a Continuous Effect.[1]
- The "Level 8 or lower monsters cannot attack the turn they are Normal or Special Summoned." effect is also applied to Level 8 or lower monsters that have been Normal or Special Summoned this turn before this card.[1]
- This card can be Synchro Summoned during a turn in which a Level 8 or lower Normal or Special Summoned monster has already declared an attack. In that case, those Level 8 or lower monsters are still affected by the "Level 8 or lower monsters cannot attack the turn they are Normal or Special Summoned." effect, but since they have already declared an attack, those monsters don't receive any effect from this effect.[2]
