OCG Rulings

  • This card's effect that increases its ATK is a Continuous Effect.[1]
  • This card's effect that draws a card is a Quick Effect. (It does not target, and cannot be activated during the Damage Step. Paying 1000 LP is the cost to activate this effect.)[1]
  • After drawing a card, if your LP are 2000 or less, you can apply the part of the effect that banishes this card and Special Summons a Link-3 or lower Cyberse monster from your Extra Deck. (Drawing a card does not happen simultaneously with these additional effects. Also, banishing this card and Special Summoning a monster from your Extra Deck happen simultaneously.)[1]

Q&A Rulings

A: You can chain "Solemn Warning" to the effect of "Decode Talker Heatsoul". (Your opponent's LP do not matter.)[2][3]
