OCG Rulings
- The effect that Special Summons 1 "Fortune Lady" monster from your Deck is a Trigger Effect. (It does not target. It can be activated during the Damage Step.)[1]
- This effect activates in the Graveyard when this card is destroyed and sent to the Graveyard, it activates in the hand when this card is returned to the hand, and it activates while banished when this card is banished.[1]
- Q: If a "Fortune Lady Light" that was Special Summoned by "Fortune Lady Rewind" is returned to the Deck during the End Phase, can you activate its effect?
- A: If a "Fortune Lady Light" that was Special Summoned by "Fortune Lady Rewind" is returned to the Deck during the End Phase, you cannot activate the effect that Special Summons 1 "Fortune Lady" monster.[2]
- Q: Can you activate the effect of "Fortune Lady Light" if it is returned from the field to the hand?
- A: You can activate the effect of "Fortune Lady Light" even if it is returned from the field to the hand. If you do, you must reveal "Fortune Lady Light" to activate the effect.[3]
- Q: Can you activate the effect of "Fortune Lady Light" if it leaves the field while treated as an Equip Card by the effect of "Relinquished" or "Destiny HERO - Plasma"?
- A: If a face-up "Fortune Lady Light" that is treated as an Equip Card leaves the field, its owner can activate the effect that Special Summons 1 "Fortune Lady" monster.[4]
- Q: Can you activate the effect of "Fortune Lady Light" if it is returned to the hand to declare an attack with "Mist Valley Falcon"?
- A: The effect of "Mist Valley Falcon" is not treated as an effect that returns a card on the field to the hand. Therefore, you cannot activate the effect of "Fortune Lady Light", since it is not treated as leaving the field by a card effect.[5]

Konami Rulings
These TCG rulings were issued by Konami before the introduction of Problem-Solving Card Text. Since the introduction of the new text structure, individual card rulings for the TCG are no longer issued or actively maintained.[8] They have never been formally overturned as a whole and can still be correct, as long as they follow the official gameplay rules and do not contradict card text. |
- If “Fortune Lady Light” is returned from the field to your hand, you can activate its effect. (If it was face-down you must show it to your opponent.)[6]
Mentions in Other Rulings
- Fortune Lady Fire: If you Special Summon “Fortune Lady Fire” in Defense Position by the effect of “Fortune Lady Light” while “Level Limit – Area A” is active, it will be switched to Attack Position and its effect will activate.
- Pestilence: While equipped with Pestilence, the ATK of Fortune Lady Light will be 0 regardless of its Level and any changes to its Level. If Pestilence is no longer equipped, Fortune Lady Light’s ATK and DEF will return to 200 x its Level.[7]

- If this card’s Level is 12, the effect to increase its Level will not activate during the Standby Phase.[9]
OCG Rulings
- The effect that increases this card's Level is a Trigger Effect. (It does not target. It activates once during each of your Standby Phases.)[1][10][11][12][13][14][15]
- Q: If "Fortune Lady Earth" etc. changes its Level by its own effect, and its effects are negated by "Skill Drain" or "Forbidden Chalice", does its Level return to its original value?
- A: If "Fortune Lady Earth" etc. is affected by the effect of "Skill Drain" or "Forbidden Chalice", its Level returns to the original value listed on the card.[16]
- Q: If the Level of "Fortune Lady Light" is already 12, does the effect that increases its Level activate during your Standby Phase? Also, can its Level be increased to 13 or higher by other card effects?
- A: Even if the Level of "Fortune Lady Light" is already 12, the effect that increases its Level activates during the Standby Phase of your turn. However, since its Level is already 12, the process that increases its Level is not applied. Also, even if its Level is already 12, its Level can be increased to 13 or higher by other card effects such as "Synchro Boost".[17]

Rules posted online will be limited to super-complicated and really weird situations. Imagine going down to a dozen pages of card rules, instead of a thousand. It could happen.
