OCG Rulings
- The effect of "Layard the Liberator" is a Continuous Effect.[1]
- This effect is applied each time a Counter Trap Card is activated. (It does not start a Chain Link. It does not target.)[1]
- This effect is applied immediately after a Counter Trap Card resolves.[1]
- This effect is applied even if a Counter Trap Card is activated during the Damage Step.[1]
- This effect is not applied if you have 1 or less banished Fairy-Type monsters.[1]
Previously Official Rulings
These TCG rulings were issued by Upper Deck Entertainment and have since been declared unofficial by Konami.[2] They were previously considered official and can still be correct, as long as they follow the official gameplay rules, or unless Konami has issued a ruling that says otherwise. - The effect of "Layard the Liberator" is a Continuous Effect, and cannot be chained to. You will add 2 of your Fairy-Type monsters to your hand immediately after a Counter Trap's effects have resolved.
- "Layard the Liberator's" effect will not activate if you have only 1 Fairy-Type monster removed from play.
