Card Rulings:Messenger of Peace
OCG Rulings
- Monsters cannot declare an attack if the monster's ATK is or has been increased to 1500 or higher.[1]
- After a monster attacks, if its ATK is increased to 1500+, then you still perform Damage Calculation.[1]
- You must still pay the cost for Continuous Spell Cards like "Messenger of Peace" while "Imperial Order" is negating its effect.[2]
- If you have less than 100 LP, then you cannot pay the cost of "Messenger of Peace", so "Messenger of Peace" is destroyed.[3]
- While "Messenger of Peace"/"Gravity Bind"/"Nightmare's Steelcage"/etc is on the field, you cannot return "Messenger of Peace" etc to the hand to attack with "Mist Valley Falcon".[4]

These TCG rulings were issued by Upper Deck Entertainment and have since been declared unofficial by Konami.[5] They were previously considered official and can still be correct, as long as they follow the official gameplay rules, or unless Konami has issued a ruling that says otherwise. - The maintenance cost is optional, you may choose not to pay 100 Life Points and "Messenger of Peace" will be destroyed.
- The ATK of an attacking monster may increase above 1500 after the attack is declared.
Mentions in Other Rulings
- Magic Reflector: If a Spell Card with a maintenance cost has a counter on it, such as "Messenger of Peace", and you choose not to pay the cost, the Spell Card is still destroyed.
- Spell Counter: When you use the effect of a Continuous Spell Card that is already face-up on the field, such as ... paying for "Messenger of Peace", you do NOT place a Spell Counter on this monster.
- Treeborn Frog: If you start your Standby Phase with "Messenger of Peace" face-up on the field, you can choose not to pay the Maintenance Cost so it is destroyed, then Special Summon "Treeborn Frog".
