OCG Rulings

• This card's effect that Special Summons a Fusion Monster that lists "Elemental HERO Neos" as a material from your Extra Deck is the effect that applies when this card resolves. (It does not target. Fusion Materials are chosen when the effect resolves.)
• Sending monsters listed as materials from your field, hand, or Deck to the Graveyard and Special Summoning the Fusion Monster from your Extra Deck do not happen simultaneously.
• This effect finishes resolving by Special Summoning the Fusion Monster from your Extra Deck. (The part of the effect that prevents you from Special Summoning other monsters for the rest of this turn is applied immediately when this card resolves.)
• This card's effect that allows you to banish it from your Graveyard instead when a Fusion Monster that lists "Elemental HERO Neos" as a material would be destroyed, or returned to the Extra Deck by its own effect, does not start a Chain. (It can be applied during the Damage Step.)

A: Since "Rainbow Neos" is a Fusion Monster that lists 2 materials, "Elemental HERO Neos" and 1 "Ultimate Crystal" monster, it can be Special Summoned by the effect of "Neos Fusion".

• Q: Can I Special Summon "First of the Dragons" with the effect of "Neos Fusion"?

A: Since "First of the Dragons" does not list "Elemental HERO Neos" as a material, it cannot be Special Summoned by the effect of "Neos Fusion".

• Q: Can I Special Summon "Elemental HERO Magma Neos" with the effect of "Neos Fusion"?

A: Although "Elemental HERO Magma Neos" lists "Elemental HERO Neos" as a material, it requires a total of 3 monsters as materials, so it cannot be Special Summoned by the effect of "Neos Fusion".

In that case, since it did not return to the Extra Deck, the part of the effect that destroys all cards on your opponent's field does not apply.
