OCG Rulings

  • This card's effect to banish itself from the field and 1 random card from the opponent's hand until your next Standby Phase is a Quick Effect. (It does not target.)[2]
→ Returning this card to the field and the opponent’s banished card to their hand during your next Standby Phase does not start a Chain. Also, returning this monster is not considered a Special Summon.[2]
  • This card's effect in the Standby Phase to return a banished card to the Graveyard is a Trigger Effect. (It targets any player's 1 banished card.)[2]
  • This card's effect in the Graveyard to shuffle itself and another card in the Graveyard into the Deck is an Ignition Effect. (It targets 1 other card in your Graveyard.)[2]
→ Returning this card to the Extra Deck, and shuffling the targeted card into the Deck, both occur simultaneously.[2]

Q&A Rulings

  • Q: How do I apply the effect of "PSY-Framelord Omega" that banishes a random card from my opponent’s hand?
A: When the first effect of "PSY-Framelord Omega" resolves, randomly select 1 card from your opponent’s hand, and banish it face-up. ("PSY-Framelord Omega" itself is also banished simultaneously.) Afterward, during your next Standby Phase, that banished card will be re-added to your opponent’s hand. ("PSY-Framelord Omega" will return to the field simultaneously.)[3]
A: In this scenario, the effect of "PSY-Framelord Omega" cannot be applied. (Neither part of the effect, banishing this face-up card, and 1 random card from your opponent’s hand, is applied.)[4]
A: In this scenario, the effect of "PSY-Framelord Omega" cannot be applied. (Neither part of the effect, banishing this face-up card, and 1 random card from your opponent’s hand, is applied.)[5]
  • Q: If the first effect of "PSY-Framelord Omega" is activated, but my opponent chains "Full Salvo" so that they have no cards in hand when the effect resolves, is the effect able to apply?
A: In this scenario, the effect of "PSY-Framelord Omega" cannot be applied. (Neither part of the effect, banishing this face-up card, and 1 random card from your opponent’s hand, is applied.)[6]
  • Q: If the first effect of "PSY-Framelord Omega" is activated, but the card I select from my opponent’s hand is my card that was added to their hand by the effect of "Exchange", how is the effect applied?
A: Even in this scenario, the effect of "PSY-Framelord Omega" is applied normally. During your next Standby Phase, the banished card returns to your opponent’s hand, and "PSY-Framelord Omega" returns to the field. (The other banished card does not return to its owner’s hand.)[7]
  • Q: The first effect of "PSY-Framelord Omega" is activated, banishing it an an opponent’s card from their hand until my next Standby Phase. Then, if a second copy of "PSY-Framelord Omega" activates its second effect during my opponent’s Standby Phase, returning the opponent’s card to their Graveyard, can it still be returned to their hand during my next Standby Phase?
A: In this scenario, the "PSY-Framelord Omega" that was banished during the Main Phase by its own effect will return to the field during your next Standby Phase, but the card returned to your opponent’s Graveyard by the effect of your other "PSY-Framelord Omega" will not return to your opponent’s hand.[8]
  • Q: After resolving the first effect of "PSY-Framelord Omega", if I have no available Monster Zones during my next Standby Phase, what happens?
A: If you activated the effect of "PSY-Framelord Omega", even if you have no available Monster Zones during your next Standby Phase, the effect of returning the banished cards to the field/hand must be applied. Since "PSY-Framelord Omega" cannot return to the field, it is placed in the Graveyard instead, but the card that was banished from your opponent’s hand is returned normally.[9]
  • Q: Can the second effect of "PSY-Framelord Omega" be activated multiple times during each of your opponent’s Standby Phases?
A: The second effect of "PSY-Framelord Omega" can only be activated once during each of your opponent’s Standby Phases. (Even if the activation or effect is negated, it cannot be activated again during the same Standby Phase.) If you have 2 copies of "PSY-Framelord Omega" on your side of the field, you can activate the effect of each one once during your opponent’s Standby Phase.[10]
A: Even in this scenario, the effect of "PSY-Framelord Omega" is applied normally.[11]
A: In this scenario, even if "PSY-Framelord Omega" was sent from the Extra Deck to the Graveyard, its effect can be activated. (However, this effect is an Ignition Effect, and can only be activated during your Main Phases.)[12]
A: Yes, you can. In this case, the effect of "PSY-Framelord Omega" is applied normally. (Both copies of "PSY-Framelord Omega" will return to the Extra Deck.)[13]
  • Q: If the third effect of "PSY-Framelord Omega" is activated, but my opponent chains the effect of their "D.D. Crow" so that the targeted card is no longer in the Graveyard when this effect resolves, is the effect applied?
A: In this scenario, the effect of "PSY-Framelord Omega" is not applied. (Since both cards cannot be returned to the Decks, "PSY-Framelord Omega" itself remains in the Graveyard.)[14]
A: In this scenario, the effect of "PSY-Framelord Omega" is not applied. (Since both cards cannot be returned to the Decks, the other targeted card remains in the Graveyard.)[15]
