TCG Rulings
- You reduce the Level of the targeted "Fortune Lady" monster when the effect resolves.[1]
- If you increase the Level of your "Fortune Lady" monster with "Time Passage" and then reduce it for the effect of "Solitaire Magician", your "Fortune Lady" will still have its Level reduced by 3 when the effect of "Time Passage" is no longer applied.[1]
- You cannot choose to reduce the Level of a "Fortune Lady" monster whose Level is less than 3.[1]
- If you activate this effect and the targeted "Fortune Lady" monster is flipped face-down by "Book of Moon," the effect of "Solitaire Magician" will not apply. If the monster targeted to be destroyed is flipped face-down by "Book of Moon," the effect of "Solitaire Magician" resolves normally.[1]
Mentions in Other Rulings
- Time Passage: If you activate "Time Passage" targeting your Level 5 "Fortune Lady Dark", and then reduce it by 3 for the effect of "Solitaire Magician", it's Level would become 2 during the End Phase (5 + 3 - 3 - 3 = 2).
OCG Rulings
- The effect of "Solitaire Magician" targets two monsters: a "Fortune Lady" monster that is face-up on your side of the field, and one other face-up monster that is face-up on the field.[2]
- The Level of the targeted "Fortune Lady" monster is decreases by 3 when resolving the effect of "Solitaire Magician". It is not a cost to activate the effect.[2]
