- If the effect of "Tualatin" is preventing you from Normal Summoning, then you cannot Normal Summon a Gemini Monster like "Chthonian Emperor Dragon" again to have it treated as an Effect Monster.[1]

- "Tualatin's" Special Summon effect is activated when the very last monster you control is destroyed as a result of battle and sent to the Graveyard.
Mentions in Other Rulings
- Horn of Heaven: "Horn of Heaven" cannot be used to negate a Special Summon that results from a Spell, Trap, or effect of an Effect Monster Card. You cannot use "Horn of Heaven" to negate a Special Summon from ... "Tualatin", etc.
