This card is named after the Tower of Babel, which in the Biblical book of Genesis was built in Babylon as an attempt to reach Heaven. However, God was upset by this, and so caused the tower to collapse, an act which caused everyone to speak a different language.
On a side note, the real Tower of Babel is likely to have been a step pyramid with a temple to the Babylonian god Moloch at the top.
