Hi,i would like to know in a turn which lock bird is activated, in that turn: can book of eclipce turn all monster face down? can lightsworn spell that mill to search? grand horn of heavens negate summon? noted tht after all stuff done, some1 will add/draw card, is it unable to add but other effect resolves, or totally cant activate at all? It Prevents cards from being added from deck to hand. so cards cannot be added from deck to hand, nothing more.
whether or not this will stop an effect from applying varies on a card to card basis. see Problem-Solving Card Text for details (in the Terminology and phrasing section.
