Congressman Parker is a character in the Yu-Gi-Oh! ZEXAL anime. On the surface, he was dedicated to philanthropy, building schools and libraries for children. However, he also ran a criminal empire dedicated to smuggling.[1]
He became the host of Number 96, but Number 96 later left his body behind and took his Deck before he entered the ruins with Vector.[1]
