In the Japanese games, it is described as:

Liquid medicine administered to the eyes. It isn't ideal to talk while applying it.

Acquisition

Like all present items, Eye Drops can be obtained in all games from the Item Machine or be given by characters upon entering an area, in Tag Force 4 by talking to Nervin, in Tag Force 5 and 6 by talking to Zora.
