A Special Summon Monster (とくしゅしょうかんモンスター Tokushu Shōkan Monsutā) is a type of monster that has a condition or rule that prevents it from both being Normal Summoned and from being Normal Set.

Monsters with the "Cannot be Normal Summoned/Set."[Notes 2] line in their card text are all considered Special Summon Monsters, as well as Fusion, Ritual, Synchro, and Xyz Monsters.

They were introduced in the OCG with the release of Deck Custom Pack 01 by the Japanese reprint of "Photon Thrasher". The group were first referred to as "Special Summon Monsters" in official Japanese rulebooks in the Summoning Monster Cards section, as some Effect Monsters that have a specific conditions that allow them to be Special Summoned.

So far, only Japanese and Korean prints of Special Summon Monsters denote the fact that they are a secondary Type of Effect Monsters (or an Ability), by writing the phrase 「とくしゅしょうかん」 or "특수 소환" on the Type/Ability line.

These monsters often have a Summoning condition that restricts how the monster can be Special Summoned. As such, most of these monsters are Nomi or Semi-Nomi monsters.

Any monster that is not a Special Summon Monster is considered a Normal Summon Monster.

The "Assault Mode", "Meklord", "Malefic", "Lightray", "Infernoid", and "Legendary Knight" archetypes; and the "Attribute Spirit", "Sky Scourge", "Sacred Beast", and "Elemental Lord" series are composed mostly of Special Summon Monsters.
