the difference..

..is that they are two different cards. "Magician of Black Chaos" is a ritual monster that requires a ritual summoning card in order to be summoned to the field. "Dark Magician of Chaos" is an effect monster, arguably one of the best cards in the game, that, when normal or special summoned, allows the player to get back 1 spell card from the graveyard, back into the hand.

The names are a bit alike, but two totally different cards.

not playable?

this card doesn't have an 8-digit password so is it legit in tournaments? because i wanna know if i can use it....
