Can a Stardust Dragon negate the effects of a bottomless Trap Hole?

Does this apply?

Lets say Majestic Star Dragon is summoned on your opponents side of the field and you use urgent tuning while you have Majestic Dragon,Red Dragon Archfiend,and a level 1 monster like Kuribo on the field.You then summon Majestic Red Dragon.Would your opponent be able to "negate" the effect of Majestic Red Dragon that allows him to negate the activation of an effect monster's effect and gain attack equal to that monster?Can Mejestic Star Dragon negate a monster's effect thats not in use like "this monster can attack your opponents life points directly" like in the anime with that Earthbound Immortal?

p.s The next Stardust Dragon and Red Dragon Archfiend cards should be uneffected by card effects but when you synchro summon then the user must pay half thier life points and the they get what ever indivisual effects the creators give them to make them the epic cards they are.
