In the second it says that Horn of Heaven can´t negate a Special Summon from an card´s effect, but in Card of Safe Return its contradict itself saying that "If the Special Summon is negated with "Horn of Heaven"... ", and Horn of Heaven is an Counter Trap Card in first place. I need you explain to me why this rulings are posible and hows the way to this happend, because then, the rules are little no sense or unfair.
