It's just Anime cause and affect, which has nothing to do with actually card version. If there is "Toon Gear Golem" card laying on Pegasus' Disk, then we can create it. But so far, it was not then we cannot create the solo page for the one you're talking. No, not really. It's speculated that it will be used as the Tuner for Yusei's "Shooting Quasar Dragon" monster, while he uses other cards to modify the levels of the all the dragons. Toon Gear Golem[edit]

Yes, but he don't exist as card, physically. Just like "Red-Eyes Black Metal Dragon" in Anime, he's only "Red-Eyes B. Dragon" with "Metalmorph" equipped. So don't bother create it. If you think it should be there, then it should be there already age ago when that episode released into publish. So I am sorry that I denied your request.
