TCG Rulings
- You can still Tribute 2 monsters to Tribute Summon a Level 7 or higher monster if you want to.[1]
- Only the controller of "Advance Force" gets the effect.[1]
OCG Rulings
- The effect of "Advance Force" can only be used by the player who activated it.[2]
- When Tribute Summoning a Level 7+ monster, applying the effect of "Advance Force" is optional. If "Advance Force" is active, then you can choose to not apply its effect and Tribute Summon a Level 7+ monster by Tributing two monsters, including a Level 5+ monster(s).[3]
