• Q: If a monster's Level in my hand is reduced to 2 or less by the effect of "Cost Down", can I send that monster to the Graveyard when activating the effect of "Bitrooper"?

A: You can activate the effect of "Bitrooper" by sending a monster from your hand to the Graveyard whose Level was reduced to 2 or less by the effect of "Cost Down". However, "Bitrooper" itself cannot be sent to the Graveyard when activating its effect.
