TCG Rulings
- The Trigger Effect of “Blackwing – Elphin the Raven” targets the opponent’s monster.[1]
- You can target a face-down monster with “Blackwing – Elphin the Raven” and flip it to face-up Attack Position. If the monster has a Flip Effect, it will activate.[1]
OCG Rulings
- You can target an opponent's face-down Defense Position monster with the effect of "Blackwing - Elphin the Raven". If the monster has a Flip Effect, then the Flip Effect activates after resolving the effect of "Blackwing - Elphin the Raven".[3]
