- You cannot rearrange a card that is not destroyed by the effect of "De-Spell"/"Trap Master"/ect and was verified by the opponent.[1]

- Because "Swords of Revealing Light" remains on the field until the end of 3rd opponent's turn, you can destroy it with "De-Spell".[2][Q&A]
