The effect that returns 1 monster to the hand is an Ignition Effect that can be activated on the field. (Detaching 1 material from this card is a cost to activate this effect.)^[1]

Q: During a turn the effect of "Lubellion the Searing Dragon" has already been applied, or the second effect of "Gigantic Spright" has already been applied, "Skill Drain" is activated and the effects of those monsters are negated. In that case, can you ignore their respective effects "For the rest of this turn, this card cannot attack, also you cannot Special Summon monsters from the Extra Deck, except Fusion Monsters." and "also neither player can Special Summon monsters for the rest of this turn, except Level/Rank/Link 2 monsters."?

A: No, you cannot. Those effects of "Lubellion the Searing Dragon" and "Gigantic Spright" are applied as part of the resolution of their activated effects. Even if those monsters have their effects negated after their effects have resolved, the effects that are already applying for the rest of the turn continue to apply.
Also, if you activate "Skill Drain" in a chain to the activation of the effect of "Lubellion the Searing Dragon" or "Gigantic Spright" and negate that effect, the effect is not applied so the part of the effect that applies "for the rest of this turn" is also not applied.
