OCG Rulings
- When "Green Gadget" is Normal/Special Summoned, you cannot activate its effect if there is no "Red Gadget" in your Deck.[1]

- If "Green Gadget" is Special Summoned by "Giant Rat", its effect can be activated.
Mentions in Other Rulings
- Ancient Gear Gadjiltron Chimera: If you Tribute "Green Gadget" to Tribute Summon this card, it has +300 ATK from the time it is Summoned.
- Ancient Gear Gadjiltron Dragon: The effect granted by Tributing "Green Gadget" is a Continuous Effect.
- Deck Lockdown: ... The effect of "Green Gadget", etc. cannot be activated while "Deck Lockdown" is active.
- Thunder King Rai-Oh: While "Thunder King Rai-Oh" is face-up on the field, you cannot activate monsters’ Trigger Effects that would add cards from your Deck to your hand, like "Elemental Hero Stratos'" second effect, or "Green Gadget's" effect.
