A: "Inspector Boarder" is a monster that cannot be Normal or Special Summoned if you have any monsters on your field. In this scenario, the player trying to Special Summon it is the one activating "Monster Reborn", not the card's owner. Since you have a monster on your field, you cannot target "Inspector Boarder" with "Monster Reborn".[1]
