OCG Rulings
- This effect targets 1 Fish-Type monster on the field. You can also target 1 Fish-Type your opponent controls.[1]
- You cannot target an Xyz Monster, since they have no Levels.[1]
- You cannot target a Level 1 monster with the "Reduce that target's Level by 1." effect.[1]
- During the turn in which you have already Special Summoned non-WATER monsters, you cannot activate the effect of "Saber Shark".[2]
