These TCG rulings were issued by Upper Deck Entertainment and have since been declared unofficial by Konami.[1] They were previously considered official and can still be correct, as long as they follow the official gameplay rules, or unless Konami has issued a ruling that says otherwise. - If your opponent has no Extra Deck, you cannot activate “Success Probability 0%”.
- “Success Probability 0%” does not target, because the cards are chosen randomly.
Mentions in Other Rulings
- Destiny End Dragoon: "Destiny End Dragoon" cannot be Special Summoned from the Graveyard if it was not successfully Fusion Summoned before being sent to the Graveyard. For example, if "Destiny End Dragoon" is randomly sent to the Graveyard by "Success Probability 0%", it cannot be Special Summoned from the Graveyard.
