OCG Rulings
- "This card cannot be Special Summoned except by Synchro Summon." is not treated as an effect.[1]
- The effect of negating the Summon of a monster is a Quick Effect, and can be activated during either player's turn.[1]
- "T.G. Halberd Cannon" can only negate the Summon of a monster that is Summoned through its own inherent Special Summon effect that does not start a Chain.[1][2]
- The effect of Special summoning a T.G. monster can be activated during the Damage Step.[1]
