OCG Rulings
- This card cannot be activated during the Damage Step.[1]
- This effect does not perform a Tribute Summon. (If this card is activated after the Normal Summon you have once per turn, then you cannot perform a Tribute Summon. You must use cards like "Double Summon" or "Ultimate Offering" to perform a Normal Summon.)[1]
- After this card resolves, if you would Tribute Summon a monster, you can Tribute 1 monster your opponent controls. (A face-down monster your opponent controls can also be Tributed.)[1]
- After this card resolves, if you would Tribute Summon a Level 7 or higher monster, you can Tribute 1 monster your opponent controls and 1 monster you control.[1]
Q&A Rulings
- Q: Can a monster the opponent controls a monster that has been affected by the effect of "Forbidden Lance", so that it is unaffected by Spell Cards, be tributed for a Tribute Summon using the effect of "The Monarchs Stormforth"?
- A: No, it cannot. Furthermore, if the opponent controls a monster that has been affected by the effect of "Forbidden Lance" and another monster, when tributing a monster for a Tribute Summon using the effect of "The Monarchs Stormforth", you must choose that other monster.[2]
- Q: Can "The Monarchs Stormforth" be activated if neither player controls any monsters?
- A: Even in that case, "The Monarchs Stormforth" can be activated. Furthermore, the effect of "The Monarchs Stormforth" is not only applied to monsters the opponent currently controls. If during the turn "The Monarchs Stormforth" has been applied the opponent Special Summons monsters afterwards, that monster can be used as a tribute when performing a Tribute Summon.[3]
- Q: My opponent Tribute Summoned a "Metaltron XII, the True Dracombatant" by Tributing 1 monster, 1 Continuous Spell Card, and 1 Continuous Trap Card. In this situation, if I activated "The Monarchs Stormforth", can I Tribute my opponent’s "Metaltron XII, the True Dracombatant" for a Tribute Summon?
- A: In this scenario, since your opponent’s "Metaltron XII, the True Dracombatant" was Tribute Summoned by Tributing 1 monster, 1 Continuous Spell Card, and 1 Continuous Trap Card, it is unaffected by the effects of monsters, Spell Cards, and Trap Cards. Since it is unaffected by the effect of "The Monarchs Stormforth", you cannot Tribute it in place of your own monsters when performing a Tribute Summon.[4]
- Q: When I attempt to Link Summon "Sky Striker Ace - Shizuku", my opponent activates "Solemn Strike" and negates the Special Summon. During the same turn, can I activate "The Monarchs Stormforth"?
- A: You cannot Special Summon monsters from the Extra Deck during the turn you activate "The Monarchs Stormforth". In this scenario, the Link Summon is negated by "Solemn Strike", however the Link Summon was an attempt to Special Summon from the Extra Deck. Therefore, you cannot activate "The Monarchs Stormforth" that turn.[5]
- Q: While I have a face-up Attack Position "Ultimate Conductor Tyranno" on my field, my opponent enters their Main Phase. My opponent activates "The Monarchs Stormforth", but I chain the effect of "Miscellaneousaurus" from my hand. In this case, how does each effect resolve?
- A: If the effect of "Miscellaneousaurus" is applied, Dinosaur-Type monsters on your field will be unaffected by your opponent’s activated effects. In this scenario, although "The Monarchs Stormforth" was an activated card, applying its effect that allows your opponent to Tribute Summon using your monster is not an effect that starts a Chain. Therefore, even if the effect of "Miscellaneousaurus" is applying, your opponent can use the effect of "The Monarchs Stormforth" to Tribute your Dinosaur-Type monster for a Tribute Summon. (In this scenario, "Ultimate Conductor Tyranno" can be Tributed for an opponent’s Tribute Summon.)[6]
- Q: Can "Mystical Refpanel" be chained to the activation of "The Monarchs Stormforth"?
- A: "Mystical Refpanel" cannot be chained to "The Monarchs Stormforth". "The Monarchs Stormforth" is not a card that applies to 1 player, but rather affects the monsters on the field.[7]
- Q: My opponent has 1 or more monsters on their side of the field, whereas I have no monsters on my side of the field. In this scenario, can I activate the effect of "Escalation of the Monarchs", and then chain "The Monarchs Stormforth"?
- A: In this scenario, if you do not have a Level 5 or higher monster that can be Tribute Summoned in your hand, as well as the necessary Tributes on the field, you cannot perform a Tribute Summon, therefore you cannot activate the effect of "Escalation of the Monarchs". However, if "The Monarchs Stormforth" was previously activated and resolved, instead of being activated in a chain, then you can activate the effect of "Escalation of the Monarchs" in this situation.[8]
- Q: I activate "Polymerization", and my opponent chains "Ring of Destruction". The effect of "Ring of Destruction" destroys a Fusion Material monster on my side of the field, resulting in me being unable to Fusion Summon. During this turn, can I still activate "The Monarchs Stormforth"?
- A: You cannot activate "The Monarchs Stormforth" during the turn you have Special Summoned from the Extra Deck. In this situation, even if "Polymerization" did not resolve properly, "Polymerization" was activated in order to Special Summon a monster from the Extra Deck. Therefore, you cannot activate "The Monarchs Stormforth" this turn.[9]
- Q: The second effect of "Pantheism of the Monarchs" is activated. In doing so, must I reveal 3 “Monarch” Spell Cards, or 3 “Monarch” Trap Cards? In addition, must I choose 3 cards with different names?
- A: When resolving the effect of "Pantheism of the Monarchs" that activates in the Graveyard, you do not have to reveal 3 “Monarch” Spell Cards, nor do you have to reveal 3 “Monarch” Trap Cards. (For example, you can choose "The Dominion of the Legendary Monarch", "Escalation of the Monarchs", and "Return of the Monarchs".) Also, you do not have to choose 3 cards with different names. (For example, it is possible to select 3 copies of "The Monarchs Stormforth" from your Deck.)[10]
- Q: Can I Normal Summon "The Winged Dragon of Ra - Sphere Mode" to my side of the field by Tributing my opponent’s monsters if the effects of "The Monarchs Stormforth" or "Soul Exchange" are applying?
- A: In this scenario, if a monster affected by "Soul Exchange" is on your opponent’s side of the field, you must Tribute that monster instead of 1 of your own when Tribute Summoning "The Winged Dragon of Ra - Sphere Mode". If the effect of "The Monarchs Stormforth" is applying, you can Tribute 1 of your opponent’s monsters instead of 1 of your own to Tribute Summon "The Winged Dragon of Ra - Sphere Mode".[11]
- Q: Can I Normal Summon "The Winged Dragon of Ra - Sphere Mode" by Tributing 1 monster on my side of the field and 2 monsters on my opponent’s side of the field?
- A: When you Normal Summon "The Winged Dragon of Ra - Sphere Mode", you will choose to either Tribute Summon it to your side of the field, or Tribute Summon it to your opponent’s side of the field. If you want to Tribute Summon it to your opponent’s side of the field, you must Tribute 3 monsters on the opponent’s side of the field. Similarly, if you want to Tribute Summon it to your side of the field, you must Tribute 3 monsters on your side of the field. While the effects of "The Monarchs Stormforth" or "Soul Exchange" are applying, even when Normal Summoning "The Winged Dragon of Ra - Sphere Mode" to your side of the field, you can Tribute monsters on your opponent’s side. Otherwise, you cannot use a total of 3 monsters from both sides of the field to Normal Summon "The Winged Dragon of Ra - Sphere Mode".[12]
- Q: If "Cyber Angel - Dakini" is Ritual Summoned by the effect of "Machine Angel Ritual", but then it is returned to the hand by the effect of "Compulsory Evacuation Device" or Tributed for a Tribute Summon due to the effect of "The Monarchs Stormforth" before my End Phase, can I still activate the effect of "Cyber Angel - Dakini" that adds a Ritual Monster or "Machine Angel Ritual" in my Graveyard to my hand?
- A: The second effect of "Cyber Angel - Dakini" can be activated if "Cyber Angel - Dakini" is face-up in your Monster Zone during your End Phase. Therefore, in these scenarios, since "Cyber Angel - Dakini" left the field before your End Phase, you cannot activate its effect.[13]
- Q: I activated "The Monarchs Stormforth" this turn. In this situation, when Tribute Summoning an "Earthbound Immortal" monster and applying the effect of "Earthbound Geoglyph" that treats Synchro Monsters as 2 Tributes, can I Tribute an opponent’s face-down Defense Position Synchro Monster?
- A: If you apply the effect of "The Monarchs Stormforth" to Tribute your opponent’s face-down Defense Position monster for a Tribute Summon, you cannot apply the effect of "Earthbound Geoglyph".[14][15]
- When this card resolves, a Tribute Summon is not performed. Once during the turn this card was activated, if you would Tribute Summon a monster, you can Tribute 1 monster your opponent controls. Therefore, even if a monster your opponent controls is Tributed for a Tribute Summon, that monster is not treated as being sent to the Graveyard by a card effect.[16]
