OCG Rulings
- You can activate the card "Toon Defense" at any time, except during the Damage Step.[1]
- The effect "When an opponent's monster declares an attack" is activated when your opponent's monster declares an attack on a Toon monster you control and creates a Chain Link. (It does not target. The card "Toon Defense" can be activated in the same Chain Link as its effect.)[1]
- The effect "You can make the attack a direct attack instead." can be activated every time when a Level 4 or lower Toon monster you control is declared as an attack target.[1]
- The effect "You can make the attack a direct attack instead." of a single "Toon Defense" can only be activated once per Chain.[1]
Mentions in Other Rulings
- Hundred Eyes Dragon: If "Hundred Eyes Dragon" banishes a Toon monster like "Toon Summoned Skull", then "Hundred Eyes Dragon" is not treated as a Toon monster even though it gained the name of one, so if it is attacked then "Toon Defense" cannot be activated.[2]
